A very useful plug-in for special monitoring applications. Let it sit
on a frequency and trigger an action if the signal rises above or falls
under a specified level for a specified length of time.
Upon such event happening, the plug-in can issue a warning to the operator, launch an application, or write the time and signal level to a log file.
